Traditional tobacco control policies may not yield anticipated outcomes when applied to reduced risk products, like electronic cigarettes. Therefore, in this presentation we assessed the unintended consequences of traditional tobacco policies on consumer behavior from published literature. Only 5 of the 31 articles examined unintended consequences of electronic cigarette flavor bans. A critical appraisal of the literature revealed that consumer satisfaction data is lacking. Also, findings suggested that bans could drive unintended behavior changes in adults and youth. We concluded that more rigorous research is needed to assess the unintended consequences comprehensively across tobacco regulations.
